Finn was such a good boy when he was younger, and all he wanted was to be loved by his brothers and do everything they did. Tommy first shielded him from the gangster life, then used him as a servant, and then said, "so, you're an adult now - do whatever you think is right," without giving him any wisdom lessons first (only "yeah, take girls, be a man"). Well, maybe that would have worked for some, but Finn was never intelligent enough to learn on his own. And then Tommy (even before his betrayal) hates him for the dissolute lifestyle he taught him in the past. Finn is Tommy's biggest mistake in the family; Finn's betrayal is entirely Tommy's fault.
