Well, maybe that would have worked for some, but Finn was never intelligent enough to learn on his own. And then Tommy (even before his betrayal) hates him for the dissolute lifestyle he taught him in the past. Finn is Tommy's biggest mistake in the family; Finn's betrayal is entirely Tommy's fault.

Finn Shelby is the youngest (born 1908) of the Shelby siblings and a member of the Peaky Blinders.
