Idk who the voters of ISFJ are, maybe she/he votes for her/himself as ISFJ but has an Emperor karmic tail. Actually, for me 12-16-4 is more related to dominant Te or Fe (Te is the most), and also with Enneagram 1 or 8 (E1 is the most), this karmic tail also has a choleric temperament. Because in the past, people who had an Emperor karmic tail were leaders (it can be a king, queen, or someone who had full control). They had great control, but they abused their power. This karmic tail can be carried into the present, where people who have this karmic tail sometimes feel uneasy if they are not in control or passive when there is a problem they are actually involved in.
