Lonky is a Beta, and the reasoning is really that simple honestly.. The giraffe constantly use lineage and historical legacy as his type of manipulation. He repeatedly brags about being an aristocrat and places importance on his rank as the "Giraffe Prince" despite being only 49th in his tribe (Damn son..), plus his manipulation style is more Beta than Gamma because he doesn't persuade through competence or practical results (Gamma's -Te +Se), he uses dramatic persuasion and collective alliances to reach his goal. His trickery often revolves around controlling his relationships within his Group. Despite his backstabbing tendencies, he always returns to his group and wants recognition from it. Hell, he even shows genuine care to Popo (whom he always manipulate) at certain times. His friendships with Popo and the others aren't merely practical partnerships like Gamma, since he seeks his place/role inside the team. You know..
