I feel like IXTJ's votes didn't watch a show because while I can understand arguments for Fi (somehow), it's nearly impossible for me to see Te in Kowalski in any form. Yeah, he's second-in-command and steps into the role of a leader when Skipper isn't around but it's more due to military-like hierarchy the Penguins have within their group and the fact that he's the only one besides Skipper to sense the possible danger (in the opposition to Rico who is a maniac and Private who is naive). Kowalski isn't great at decision-making [like in that one episode when he had to choose who he should save first, Private or Marlene and he immediately jumped into "philosophying" about each possibility] and acting under the pressure [that one episode when him, Maurice and Mort got caught stealing from the store and the cops were on their backs]. His analytical skills aren't giving off those of a Te-user either. Te focuses on delivering practical, straight-to-the-point conclusions and plans and meanwhile Kowalski gives a lot of them throughout the series and the movies, his style of thinking is more of the one of a Ti-Ne user (emphasis on Ne), his plans are more creative and complex (like that one presented in the show when Julien had a beef with the baboons and Kowalski went on and on with his plan like he was telling some type of story).

Kowalski is an intelligent individual. He acts as the group strategist and gadgeteer. He is a brilliant inventor, but he cannot read (although he does carry around a clipboard upon which he records drawings of their plans). He also tends to over-analyze situations and has created many amazing devices which have put the team in danger. #MagnificentBastard
