Caring for people and thinking of other people's feelings is not Fe, it's not even a pure cognitive fuction behavior, that's just how empathy works. But she surely is someone who really cares for others, who likes to help and sometimes cares too much, thinking of of others even before herself. That's more like a type 2 behavior than Fe behavior. Fe is a cognitive function that understands the world by ethic and by what other people feel, a more objective way of thinking about the "wrong vs right". That vision, for the Fi, would be subjective and personal. For the Fe, it depends on the external world. That's not what you see on Sakura. She has her own subjective way to see the world and what is right or wrong, when Kero wanted her to be a CardCaptor, even if the general thinking would be to accept it because it for everyone's good, for HER, this didn't make any sense and she didn't wanted to be a Cardcaptor, not until she realised, in her own way, the importance of it (and also because she had no choice) Sakura is a good person, and cares for others. But that's in her own, subjective way.
