Vis certainly uses Ni I think that's very clear. How he uses it becomes the question. my argument is to say that the way in which he develops plans and makes decisions typically revolves around his understanding and interactions with the people around him. He takes a lot of care before trusting anyone until he has a full understanding of their true intentions. Even after giving individuals a hair of trust, he doesn't reveal the full truth, but rarely ever lies to meet his ends. His strongest advantages come from his interactions with other characters and knowing exactly what he needs to say, and how he needs to act in order to gain their favor. He frequently describes body language, tone and general disposition of other characters in order to intuit their intentions and how he can't best utilize their station for his traversal of the world, or whether or not someone is truly an ally or not. additionally he was blinded by his own affection for Emissa. showing this ability has the holes you would expect of an INFJ. the only person he seems to have trouble reading is Veridius, who, at least on here seems to be understood as an ENFJ. I think there's an argument for an INFJ having trouble reading an ENFJ. while I think INTJ is certainly a possibility. I am more inclined to believe that his planning has more to do with his understanding of others and the world around him, it's temperament and faculties (Fe), than it does Te. He's good at most things, but not everything. I think because he's so well read and received a nobles education and skill set that his Ti picks up the slack you would expect from someone not using Te to be as effective as he is.
