I believe with Buggy he puts on the act of being an ESTJ infront of other pirates that admire him to appear tougher then what he is. For example look at the scene with Whitebeard, he had no clue what he was doing and he only made a threat to Whitebeard from the encouragement of other pirates. His only interest is in finding treasure (look at his scene with Shanks at Marineford) and not in becoming stronger or having any influence over the world. With that being said I hope he becomes the Pirate King.
