I do want to agree with the consensus that he's an ENTJ by virtue of Shepard not being a very outwardly emotional person, and I think it does vary between how Shepard his played (Shepard by default is usually and definitely an ENTJ), but the thing that struck me the most as Paragon!Shepard as not being a Te-dom user is Zaeed's Loyalty Mission. The Paragon option involves deliberately risking Vido Santiago getting away (and thus, potentially losing Zaeed's loyalty unless you have a VERY high Paragon score) by going out of your way to try to save the workers trapped in the refinery as a wholesale. This *will* result in Vido getting away, and thus Zaeed being especially pissed off at Shepard. But it's nonetheless promoted as the Paragon option for a reason: a pure Paragon Shepard wants to do what's right by other people than by necessarily what's most efficient for the group, and while I definitely feel they have Te developed in their stack, Paragon!Shepard's most awesome moments usually revolve around being emphatic to other people as a wholesale and appealing to their better natures, than hard-focused on finding the quickest root to a problem solution. While I think it can be argued it's due to Shepard being with a healthy developed Fi stack, he just shows way too much decision making in terms of what's objectively best for the group in numerous Paragon decisions to not have more of a Fe-dominant kit. The Paragon conclusion to Tali's sidequest comes to mind. Maybe it's just me being biased and using my own personal experiences, but I 100% see my Shepard as an atypical ENFJ (always willing to listen to his squadmates, empathetic to a large degree, tends to be pissed when his people are hurt). Being Fe-dom doesn't mean you necessarily have to be bad at logic or Te, just like the argument that Te-doms can't appeal to people's better natures/be nice; it's just that it takes more effort to develop by comparison. I do 100% agree Shepard normally has developed Te in their stack, but I still think Paragon as an ideology just shows too much general consideration for others' well-beings on the matter to not be Fe-dominant, IMHO.
