He's very much an ISTJ, and begins the movie as a stereotypical one, but over time, as he learns, he becomes more complex. His leading Si is obvious--he thinks most of all in terms of what he has been programmed with, which involves concrete data points. His top priority is to do what he has been programmed to do, and that is to protect John Connor at all costs, as well as to follow young John Connor's orders during the course of carrying out his mission. His Te is his tool function used to support that Si mission. Anytime an obstacle comes up, he thinks of what is the most efficient means of surmounting it. And his manner, affect, and speech patterns are all Te and no Fe--straightforward, factual, unambiguous. Below that, his Fi which is nascent at first but gets stronger in the latter part of the film in which he comes to understand why humans cry, learns the value of human life as Sarah notes in her narration by volunteering to destroy himself in the molten steel so his body cannot be used to reverse-engineer Skynet, and even fears his death according to the novelization. Speaking of which, even his 8th slot Ni emerges in his last moments and plays a transformative role-- the 8th function is sometimes referred to as the transformative function: "He turned to Sarah and said 'goodbye.' 'Are you afraid?' There was the briefest instant before he responded. 'Yes,' he said. Not because he was going to cease functioning as a terminator, but because he had sensed a vision beyond his programming of a cosmic order vast beyond even Skynet's comprehension(If that's not transformative Ni, I don't know what is!). And it gave him the sense of his first feeling. Fear(Si and Fi together responding to the demon Ni). Of where he was going next, if anywhere(Inferior Ne uncertainty about the unknown)." Earlier in the novelization, when describing him starting to learn after the deleted scene in which John and Sarah remove his CPU, rewire it to enable him to learn, and put it back in his skull again, Randall Frakes says that "in the past he had cross-referenced new data(joining Si data dots together using Ne), finding a contextual meaning(Te knowledge of external objective facts to process the sensory data) and filing it in memory(Si again, duh)."
