imo he either lacks Ne or Se is just more prominent, i can't envision him being on the Ne-Si axis. in often cases, he's just overcommitting into projects set by Joo Dantae, not taking the moment to consider the various possibilities and consequences that following through with these elaborate plans could imply for himself and instead just grabbing the opportunity of the prospect to invest into Dantae's schemes (this is also evident in his general decision making). however, im unsure about his judging axis - i personally don't see Ti directly but i believe his Fe is somewhat developed, however it's been 2 years since ive watched the show so idk. his decision making could completely just be Fi-Te manifested into what seems like Fe.
