Biographie
He haunted the Wow-O Toy Factory and kidnapped Daphne Blake. The costume seemed to be based on the action figures manufactured at the factory. He was stopped when he got knocked into a toy pile by Shaggy and Scooby. He was revealed to be Old Man Smithers, a janitor at the factory who was getting revenge by scaring off the workers just because Pamela Anderson, a celebrity getting her own doll made at the factory and most likely owned the place, refused to go on a date with him.
