Not ESTJ. It's very clear he uses Se-Ni instinct to catch whatever criminal he's searching for. His hatred for Dexter comes from an unconscious certainty that he's a monster, without being able to explain why or how he is. He uses his own methods and connections to find evidence in order to prove Dexter's illegal activities, he almost never abides by objective methods of measurement, he goes by instinct, and by making his own personalized methods. Look at the way he was trying to nail Dexter. ESTJs are the most procedure oriented people, they think there's a right way and a wrong way of doing things; they're very black-and-white (Te-Si). There is no Te nor Si that I can see in this character, he's ESTP all the way.
