I really don't think she's a 3. She doesn't seem focused on her image to as much of a degree as Kushida, an actual 3. She's very selfless and kind-hearted and committed shoplifting because she wanted to get her sister the birthday gift she wanted after her mom got hospitalized since she wanted to make her happy. She also considered sacrificing herself to save anyone from Class B from getting expelled, and was even willing to bear going on a date with Nagumo (butthole she doesn't want to date) to save everyone.
