The only instance in which Voldemort could be said to have appeared Ni-dominant, is the scene within Half-Blood Prince where he was inquiring about the Horcrux to Slughorn; and that's only because he was using subtle manipulation to get information from someone who otherwise outranked him, and could easily reject his questions. Also, Voldemort's whole issue as a person is that he is literally INCAPABLE of loving anything/anyone, and lacks the ability to even comprehend the concept of love. He's been like that ever since he was born, it's even led to Dumbledore himself theorizing that he was born out of intercourse from a love potion. If that isn't a solid manifestation of inferior Fi, then what is? He has none of the hallmarks of inferior Se, and even appears to revel in putting on a show for his followers in the public view. "Other people are just a tool for him, he doesn't actually care about them." Oh, you mean like a stereotypical ENTJ? ENTJ's are known for using others as stepping stones to their agenda, only valuing them for how useful they are, and steamrolling their personal feelings in the process; that's literally the stereotype.
