Kagura is not SEE. Rather than SEE, Kagura actually fits ESE dominant subtype better. What points to this is how not only does she have valued Si in her ego block, but also I believe her Se is 4D but unconscious. Time and time again she notes how she doesn't want to use force. She tries to distance herself from her aggressive Yato roots but there are times where those instincts come out (unconscious yet strong Se). Instead of an aggressive atmosphere, Kagura is shown wanting a friendly and lighthearted so that everyone can get along. This is peak ESE with Fe and Si ego. Both functions are valued hence the rainy umbrella episode and the daily workout episode. Expression, atmosphere, being exuberant, and healthy are what's on her mind...not competition. Of course she can be competitive with certain people but that is the same with almost everybody. Another thing that can point to Si valuing is her big time focus on food especially in the 1st season. A comparison that might help put this into perspective would be to contrast Kamui and Kagura. One is clearly focused on competition, strength, and volition (Kamui) while the other just want him to stop fighting and for people to get along (Kagura).
